Short answer: pick the goal first — the test second. Citizenship needs CLB 4 in speaking and listening only (ages 18–54). Express Entry's CEC needs CLB 7 (TEER 0/1 jobs) or CLB 5 (TEER 2/3) across all four abilities. CELPIP-General scores map directly to CLB levels; IELTS goes through a conversion chart. If Canada is your only target, CELPIP is often the practical pick.
Common mistakes first
- Registering before knowing your target. People grind for CLB 9 when citizenship needs CLB 4 — or aim too low for Express Entry.
- Wrong IELTS. Immigration requires IELTS General Training; Academic doesn't count, and One Skill Retake isn't accepted for Express Entry.
- Expiry. Results are valid for 2 years and must be valid both at profile submission and PR application.
- One weak ability. Express Entry requires the minimum in *all four* abilities — three strong scores don't rescue one miss.

- CELPIP: Canada-only goals, speaking anxiety with live examiners (it's computer-recorded), Canadian accents, one-sitting format.
- IELTS: scores you might reuse outside Canada, or a preference for paper and face-to-face speaking.
- For admission only: many colleges accept the Duolingo English Test — lower fees, fast results, but not valid for PGWP or PR.
